IAPs provide critical community-based provision to accommodate and manage high-risk offenders on release from prison.
Due to their secure nature, relevant planning permissions are required - these are costly, timely, fraught with challenges, and often rejected.
Given this and many other market challenges, historically it had been deemed that market competition was non-existent.
The Ministry of Justice (MoJ) had always relied on existing contracts being renewed through direct awards, limiting the ability to innovate and achieve the best commercial outcomes.
